Dr. Peter Payoyo, as Vice- Chairman of the International Committee on Seafarers Welfare represented the International Committee on Seafarers’ Welfare in Novorossiysk, Russia. Dr. Payoyo gave a brief presentation on the ICSW’s Regional Development Programme and then read out a message on behalf of the ICSW Chairman, Mr. Bjorn Lodoen of the Norwegian Government Seamen’s Service.
