The Panel seeks to explore a phenomenon that has projected a unique Filipino identity in the global arena: the dominance and staying power of Filipino seafarers in the international maritime industry. This phenomenon, which emerged in the 1980s, coincided with fundamental transformations taking place in the shipping world, characterized by the globalization of the maritime labour market that went alongside the technological-communications revolution that has taken place in this sector.

The problematic surrounding the “human element” discussions in global policy circles is in many ways a function of the way Filipino seafarers are perceived, and their collective experiences constructed. Filipino seafarers have become an integral part of the multi-layered discourse that depicts the modern human condition at sea. This discourse encompasses trans-national and local subjects covering markets and migration; human rights and regulatory regimes; and education, development and human values.
